Update conditions page: refresh V1cam URL, zoom out Windy maps
V1cam's YouTube video ID had gone stale; resolved the current one via
USGS's url.usgs.gov/v1cam shortener. V2cam was already current. Zoomed
the Windy embeds/links out 1-2 levels on both the standalone conditions
page and the in-app conditions tab.
