Fix nullable LatLng? crash in ParticleWindView
MapLibre 13.0.1 types VisibleRegion corners as LatLng? (nullable).
Use listOfNotNull() in both onDraw() and scatter() to guard against
null corners — mirrors the same fix already applied to MainActivity.
