	Covers signup flow, current free-tier limits, and where credentials land in config.toml for every provider the harness redesign targets. Written earlier but never committed, so it was invisible to the Phase 1/2 implementation worktrees — landing it now before Phase 2 merges to avoid two divergent versions of this file.
