task: allow requeueing BUDGET_EXCEEDED tasks
Permitted BUDGET_EXCEEDED -> QUEUED transition in ValidTransition. Updated frontend to show 'Restart' button for BUDGET_EXCEEDED tasks, allowing them to be requeued after failure.
